Rohini Courts, in Sector 14 of Rohini, serve the North and North West districts, a belt that runs from Civil Lines and Model Town out to Pitampura, Shalimar Bagh, Mangolpuri, Narela, Bawana and the villages of outer Delhi. This page sets out what Rohini hears and what it does not, why farm land disputes from the villages often go to revenue courts instead, how bail, cheque, family and property cases move here, where the legal aid offices are, how to track a case online, and how to choose an advocate who practises at Rohini. Tell us about your matter in the form and an enrolment-checked Rohini advocate can call you. Clients are not charged for this.
Rohini Courts, in Block D, Sector 14, Rohini (Delhi 110085), are the district courts for Delhi's North and North West districts. The building was completed in 2005. Criminal cases from police stations in these districts, civil suits about property or people there up to Rs 2 crore, family cases and accident claims are heard here. Disputes over agricultural land in the villages of outer Delhi are largely handled by revenue courts under the Delhi Land Reforms Act, not the civil courts. The North and North West legal services authorities, both on the fourth floor, give free legal aid; the helpline is 1516. Find your court and date by CNR on the eCourts app, and choose an advocate who appears regularly in that court.

Rohini Courts were built as Delhi's population pushed north and west in the 1990s and 2000s, filling the planned sectors of Rohini and Pitampura, the industrial belts of Wazirpur, Mangolpuri, Narela and Bawana, and the resettlement colonies and unauthorised settlements around them. Before 2005, litigants from these areas went to Tis Hazari. When the West District moved back to Tis Hazari in 2008, Rohini settled into its present role for the North and North West districts.
The complex has had its share of difficult days. In September 2021 a shootout inside a courtroom left three people dead, and in December 2021 a small explosion in a courtroom injured one person. Both incidents led to a Delhi High Court case on court security and to much tighter checks at the gates of all Delhi's district courts, including stricter vehicle entry rules at Rohini. Expect thorough screening and allow time for it.
The two districts cover a large and varied belt. Indicatively, cases from these areas are heard at Rohini:
Whether a particular case is listed under the North or the North West district depends on the police station, not the colony name. Check the police station on your FIR or the property address on the eCourts portal, or ask at the help desk. Areas such as Kashmere Gate and parts of Old Delhi near the walled city go to Tis Hazari instead.

Labour courts sit at Dwarka; consumer complaints go to the district consumer commissions; disputes over agricultural land in the villages mostly go to revenue courts, explained next.
Large parts of the North and North West districts were farmland until recently, and many villages around Narela, Bawana, Alipur and beyond still have agricultural holdings recorded in revenue records. Disputes over such land follow a different track from ordinary property cases.
Agricultural land in Delhi's villages is governed by the Delhi Land Reforms Act, under which the main landholders are called bhumidhars. The Act sets out a scheme of revenue courts, starting with the Revenue Assistant (functions now generally exercised by the Sub-Divisional Magistrate), with appeals and revisions to the Deputy Commissioner and the Financial Commissioner. For many types of disputes listed in the Act, such as declarations of bhumidhari rights, partition of holdings and eviction of unauthorised occupants from agricultural land, the Act bars the civil courts and gives exclusive jurisdiction to the revenue courts.
Changes in the record of rights after a sale or death, called mutation, are handled by the revenue officers of the district (Tehsildar and above) under the Delhi Land Revenue Act, 1954. A mutation is a record entry, not proof of title, but banks, buyers and courts look at it closely, so get it done promptly after inheritance.
Land vested in the gaon sabha, and land on which agricultural use has been changed without permission, can attract proceedings for vesting or eviction before the revenue authorities. Notices of this kind should be answered quickly with records, through an advocate who handles revenue matters.
The line between revenue and civil jurisdiction is technical and depends on the exact status of the land. Before filing anything, have an advocate check the khasra numbers, the revenue records and whether the land falls within an urbanised village. Choosing the wrong forum can cost years.
Rohini has a large bar, with chambers in the complex. The right advocate for you is one who regularly appears in the court that has your case and who will explain your options honestly.
Avoid anyone who solicits you outside the courtroom, promises a result, or asks for money to influence the court. Read how to choose an advocate for a fuller checklist.
On Mara Vakil, describe your matter in the form above. Rohini and other Delhi advocates who handle such cases, each with checked enrolment, see it without your number; the one who accepts calls you. You pay nothing to Mara Vakil for this, and settle any professional fee directly with the advocate.
A person arrested by a police station in the North or North West district is produced at Rohini before the magistrate attached to that station, or the duty magistrate when courts are closed, within 24 hours. In every criminal court a legal aid remand advocate is available free for anyone produced without counsel.
| Question | Answer under the BNSS |
|---|---|
| Is bail a right? | Yes in bailable offences (section 478); in non-bailable offences the court decides (section 480 before magistrates, section 483 before sessions courts) |
| Where is anticipatory bail sought? | The sessions court of the North or North West district at Rohini, or the Delhi High Court (section 482) |
| What if the charge sheet is late? | Default bail after 60 or 90 days, depending on the offence (section 187(3)) |
| Can the police keep someone longer? | Only with the magistrate's remand order, and police custody is limited in total duration |
After a remand, an undertrial from these districts may be lodged at Rohini, Tihar or Mandoli jail; the custody warrant names the jail, and family visits are booked through the e-Prisons system. More: bail application guide, bail lawyers in Delhi, criminal lawyers in Delhi.
Complain in writing to the SHO, then to the DCP of the police district. If there is still no FIR, apply to the magistrate at Rohini under section 175(3) of the BNSS with copies of your complaints.
The industrial areas of Wazirpur, Badli, Narela and Bawana, and the wholesale trade of north Delhi, generate a steady stream of cheque disputes. Four of Delhi's 34 digital courts for Negotiable Instruments Act cases, opened in June 2025, sit at Rohini, with e-filing and online hearings.
Use the cheque bounce calculator to work out deadlines, and see cheque bounce notice.
Much of Rohini was developed by the DDA, with plots and flats originally given on lease. Disputes over conversion to freehold, transfers through GPA, and inheritance of such properties often come to Rohini's civil courts when the value is under Rs 2 crore.
Colonies around Burari, Sant Nagar, Mukundpur, Swaroop Nagar and the outer villages grew through informal sales. The 2019 law recognising property rights in notified unauthorised colonies and the PM-UDAY scheme let residents seek a conveyance deed or an authorisation slip from the DDA, which puts them on firmer ground, though a rival claim still needs a civil suit.
Mukherjee Nagar and the areas around the North Campus of Delhi University are full of rented rooms and paying guest accommodation for students. Most such tenancies carry rent above Rs 3,500 a month and fall outside the Delhi Rent Control Act, so disputes over deposits or eviction go to civil courts, often as small suits. Keep written agreements and payment records.
Shops and houses let long ago at low rents in older north Delhi markets remain under the Delhi Rent Control Act, and eviction petitions go to the Rent Controllers at Rohini.
See property lawyers in Delhi and the Delhi stamp duty calculator.
The family courts of the North and North West districts hear divorce, maintenance, custody and guardianship cases. Applications under the domestic violence law and criminal complaints of cruelty or dowry are heard by the magistrates, and dowry death and other sessions offences by the sessions courts.
See divorce lawyers in Delhi, family lawyers in Delhi and how to file for divorce.
The Outer Ring Road, the GT Karnal Road and the highways towards Haryana see many serious accidents. Claims go to the Motor Accident Claims Tribunals at Rohini. After a crash, the police are bound to file a detailed report with the tribunal, and the tribunal may proceed on it as a claim. Keep hospital records, bills and income proof, and weigh any insurer's offer at a Lok Adalat against what the tribunal is likely to award.
Workers in the industrial areas of Bawana, Narela, Badli and Wazirpur with wage or termination disputes should approach the labour department and, for adjudication, the labour courts, which now sit at Dwarka. Injuries at work can lead to compensation claims under the employees' compensation law, and serious accidents to criminal cases at Rohini against those responsible.
For unpaid invoices and dues under written contracts, a summary suit under Order XXXVII of the Civil Procedure Code is often the quickest route. Commercial disputes of Rs 3 lakh and above go to the commercial courts after an attempt at pre-institution mediation, unless urgent relief is needed. See legal notice and corporate lawyers in Delhi.
The North and North West District Legal Services Authorities, both on the fourth floor (Room 405), run front offices, assign panel lawyers, station remand advocates in criminal courts, help convicts file appeals, assist in accident claims and victim compensation, and hold National and daily continuous Lok Adalats. Contact: North, 011-27557310 or 9667992797, north-dlsa@nic.in; North West, 011-27555536 or 9667992798, northwest-dlsa@nic.in; helpline 1516. Women, children, SC and ST members, persons in custody, people with disabilities and certain other groups qualify regardless of income; others qualify up to Rs 3 lakh a year, or Rs 4 lakh for senior citizens and transgender persons. Try the eligibility checker.
Disputes can be mediated at the court's mediation centre, whether or not a case is pending; court fee on a settled suit is refunded. At the National Lok Adalat on 25 October 2026, pending cheque, accident, recovery, compoundable criminal and non-divorce family cases can be settled if listed in advance, and traffic challans with a slip downloaded from 19 October. See the Delhi Lok Adalat guide.
Invented people; the routes are typical of matters handled at Rohini and the revenue courts of these districts.
After Jagdish's father died, a cousin began cultivating part of the family's agricultural land. Jagdish's advocate explained that a suit for possession of agricultural land would not lie in the civil court at Rohini; the family applied to the revenue court under the Delhi Land Reforms Act for eviction of the unauthorised occupant and, separately, to the Tehsildar for mutation in the heirs' names.
A student from Rajasthan left his PG accommodation, but the owner kept Rs 40,000 as deposit. After a legal notice failed, he filed a small civil suit at Rohini with the agreement and bank transfers. The owner settled at the first date in mediation.
A worker lost two fingers in a machine with no guard. The police registered a case for negligence, tried at Rohini. Separately, the worker's union helped him claim compensation under the employees' compensation law, and the employer paid after the commissioner's order.
Two brothers fell out over their father's house, and one filed a complaint alleging threats. The other, fearing arrest, applied for anticipatory bail before the sessions court at Rohini. Interim protection was granted on condition he join the investigation, and the dispute was later referred to mediation.
A steel trader received a Rs 7 lakh cheque that bounced. His complaint was allotted to a digital cheque court at Rohini. The court ordered an interim deposit of part of the amount; the buyer then paid the balance and the case was compounded before defence evidence.
Kavita, with a young son, applied for maintenance. Her husband, who ran a shop in Rohini, filed an affidavit understating his income. Her advocate produced GST returns and bank statements; the court fixed interim maintenance accordingly and sent the couple to mediation.
Pankaj had bought a plot in an unauthorised colony on an agreement to sell and GPA. When the seller's heirs tried to sell it again, his advocate filed for an injunction at Rohini, and Pankaj applied under PM-UDAY for an authorisation slip to strengthen his title.
North Delhi hosts tens of thousands of students preparing for examinations. If you face a police case or a dispute with a landlord, you can get free legal aid where the case is, without a Delhi address proof, and you can be represented through an advocate when you are away for exams.
Keep the khatauni, khasra girdawari and mutation orders for your land, and make sure heirs are recorded after a death. Many disputes arise because records were left in a grandparent's name for decades.
Free legal aid is available to every woman regardless of income. Protection officers assist with domestic violence applications, and the magistrate can grant urgent protection and residence orders.
Elderly parents facing neglect can approach the maintenance tribunal under the Senior Citizens Act, alongside any civil or criminal remedy at Rohini. A gift of property made on condition of care can be set aside if that condition is broken. See the bedakhli process guide.
Clients from Model Town to Narela look for advocates who appear at Rohini and in the revenue courts of these districts. A free, enrolment-checked Mara Vakil profile lists your courts and practice areas factually, within the Bar Council of India's rules, with no ratings or paid placement. You decide which requests to accept, and no commission is taken from your fees.
Use the form at the top or talk to an advocate. Your request is seen by enrolment-checked Delhi advocates on Mara Vakil who handle such matters, and the one who accepts calls you. You are not charged for this, and the fee for legal work is agreed with the advocate. If you cannot pay, the North and North West legal services authorities at Rohini provide lawyers free.

For anyone with land in the villages of the North and North West districts, the revenue record is the starting point of almost every dispute. It helps to know what each document shows.
| Record | What it shows | Why it matters |
|---|---|---|
| Khasra number | The number given to each field or plot in the village map | Every application and suit must identify the land by khasra numbers |
| Khatauni (record of rights) | Who holds which khasra numbers, and in what shares | The basic proof of who is recorded as the landholder |
| Khasra girdawari | Seasonal record of cultivation and possession | Shows who has been cultivating the land, useful in possession disputes |
| Mutation order | Change of entries after sale, gift or death | Updates the record; not itself a title document |
| Village map (shajra) | Boundaries of fields | Used in demarcation disputes |
| Abadi or lal dora records | The village's inhabited area | Land here is generally outside the agricultural land law, so civil courts usually apply |
Copies are obtained from the revenue offices of the district, and many records are now available digitally. Check them before buying land, before a family partition, and as soon as a dispute begins. If the record is wrong, the correction is sought from the revenue officers, not the civil court.
Many villages in the north and north west are part of the urban extension areas covered by the DDA's land pooling policy, under which landowners pool their holdings for planned development and receive a share of developed land back. The policy has been slow to take off, but it has already led to disputes over who has the right to participate, family shares, agreements with developers and the status of land in the meantime. Before signing any agreement with a developer or consortium, have an advocate check the land's status in the revenue record and the master plan, the consent of all co-owners, and what happens if the project does not proceed.
The legal services offices are on the fourth floor. Oath commissioners, notaries, typists and photocopy shops work in and around the complex for affidavits and copies.
| Matter | Papers |
|---|---|
| Arrest or bail | FIR and arrest memo, the accused's ID, address, job or study proof, surety's ID and property or salary documents |
| Agricultural land | Khatauni, khasra girdawari, mutation orders, village map extract, death certificates, family tree, any revenue court orders |
| House or plot | Sale deed or GPA and agreement, PM-UDAY papers, DDA documents, bills, house tax receipts, photographs |
| Cheque bounce | Original cheque, return memo, notice with proof of dispatch and delivery, proof of the debt |
| Maintenance or divorce | Marriage proof, children's documents, income proof of both spouses, expenses, any earlier complaints |
| Accident claim | FIR, accident report, hospital records and bills, income proof, vehicle and insurance details |
| Tenancy deposit | Agreement, payment records, messages, photographs of the premises at handover |
Write a short note of the facts with dates, and list your questions: which forum, what steps, how long, what it will cost.
| Matter | Usual pace |
|---|---|
| Bail after arrest | Same day to a few days |
| Mutation after inheritance (uncontested) | Weeks to a few months at the revenue office |
| Revenue court disputes | Months to years, with appeals to the Deputy Commissioner and Financial Commissioner |
| Interim maintenance | A few months after affidavits are filed |
| Mutual consent divorce | About six months, sooner if waived |
| Cheque case settled early | Weeks to months |
| Contested civil suits and trials | Often several years |
Settlement through mediation or the Lok Adalat is almost always the quickest end to a dispute that is mainly about money.
Expect court fee on plaints and petitions, which can be large in property suits because it depends on value; process fees; charges for affidavits and notarisation; typing and copies; certified copies of orders; fees for revenue record copies in land matters; and travel. The advocate's own fee is agreed between you and the advocate; ask for an estimate of other expenses at the start and keep receipts.
Cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act are tried by special courts, and Rohini handles its share from the north and north west police districts. These cases differ sharply from ordinary criminal cases.
Because the stakes are high, engage an advocate experienced in NDPS trials early, ideally before the first bail application.
Offences against children under the Protection of Children from Sexual Offences (POCSO) Act are tried by designated special courts. The law requires the child's statement to be recorded in a child-friendly manner, the child's identity to be protected, and the trial to be held in camera. A support person can be appointed to help the child through the process, and the court can award interim compensation for the child's relief and rehabilitation. Families can seek help from the district legal services authority for a lawyer and for compensation. Accused persons in such cases face a presumption under the Act once certain facts are proved, which makes careful defence preparation essential.
When a person from the North or North West district passes away and the family must collect bank money or shares, or prove a will, the district judge at Rohini is often the court to approach.
| Document | Used for | What the court needs |
|---|---|---|
| Succession certificate | Recovering money owed to someone who left no will: bank balances, shares, provident fund dues and similar | Death certificate, list of legal heirs with addresses, details of each debt or security, and their value |
| Probate | Proving a will through the executor named in it | Original will, death certificate, details of heirs, assets and witnesses to the will |
| Letters of administration | Administering an estate where there is a will but no executor, or no will in some cases | As for probate, with details of the proposed administrator |
The court issues a public notice and notice to heirs, invites objections, and records evidence if the petition is contested. Court fee depends on the value of the estate. Agricultural land in the villages passes by succession recorded in the revenue records, so a succession certificate is not the route for it. See will and succession lawyers in Delhi, succession certificate and legal heir certificate.
A summons or notice from a court can be alarming, especially if you did not know a case existed. Take these steps calmly.
Witnesses summoned to give evidence must attend; travel allowance is paid. If a date is impossible, inform the court through the party who cited you, or by application, before the date.
Landlords in Delhi are expected to get their tenants verified by the police, and the Delhi Police offer online tenant verification. Failing to do so, where an order requires it, can lead to prosecution for disobeying a public servant's order. For both sides, a written rent agreement, registered where required, and records of rent payments prevent many later disputes. In north Delhi's student areas, a clear PG or rental agreement that sets out the deposit, notice period and condition at handover is the best protection.
Owners of builder floors and plots in Rohini, Pitampura and the colonies of north Delhi sometimes receive municipal notices about construction beyond sanctioned plans, misuse of residential premises for commerce, or sealing. These are administrative proceedings, and the first remedy is a reply to the authority within the time given and, if an adverse order is passed, an appeal to the appellate body under the municipal law. Civil suits against such action are often barred where the statute provides its own remedy, so do not rush to Rohini's civil courts without advice. Where demolition is imminent and the statutory remedy is unavailable, urgent relief may lie in the Delhi High Court.
A person below 18 who is alleged to have committed an offence is not tried by the regular criminal courts. The case goes to the Juvenile Justice Board, which follows a child-friendly procedure aimed at rehabilitation. Bail is the general rule for children, and the child must not be kept in a police lock-up or jail. In heinous offences involving children aged 16 to 18, the Board conducts a preliminary assessment to decide whether the child should be tried as an adult by the children's court. Families should ask the legal services authority for a free lawyer and keep the child's age proof, such as a school certificate or birth certificate, ready.
Bawana, Narela, Badli, Wazirpur and Mangolpuri have thousands of small factories, and workplace injuries are common. An injured worker, or the family of a worker who dies, has several routes.
Keep proof of employment, such as an identity card, wage slips, attendance records or co-workers' statements, because small units often do not keep formal records. The labour department and the legal services authority can help. See labour lawyers in Delhi.
Many disputes here end in compromise: in the mediation centre, at a Lok Adalat, or directly between advocates. A good settlement is specific. It should identify every case it ends, set amounts and dates for each payment, deal with possession or custody in clear terms, and say what happens on default. For land, it should be followed by the necessary revenue record changes. Read the final text with your advocate before signing; once recorded, a settlement is very hard to undo.
Rohini was developed by the DDA from the 1980s through a residential scheme under which people were allotted plots and flats on lease. Decades later, many of these properties have changed hands several times, often through power of attorney rather than registered sale. Typical problems:
Before buying a resale property in Rohini, have an advocate trace the full chain back to the allotment and check the DDA's current record. Many expensive disputes start with a purchase made on photocopies.
When brothers, sisters or cousins in a north Delhi village want to divide an agricultural holding, the division is generally sought from the revenue court under the Delhi Land Reforms Act rather than through a civil partition suit. The court looks at the recorded shares in the khatauni, hears all co-sharers and divides the holding, with the revenue record updated afterwards. Where the family agrees, a written family settlement followed by mutation can achieve the same result faster. Disputes over houses in the village abadi or over money from land sold or acquired usually go to the civil court at Rohini instead. Daughters' claims deserve particular care, because the law on succession to agricultural land in Delhi has been the subject of litigation, and an advocate should check the current position before any division.
Bail at Rohini usually comes with conditions: appearing on every date, not leaving Delhi or India without permission, not contacting witnesses, sharing a phone number, and occasionally marking attendance at the police station. A breach can cost the accused the bail itself. The surety must appear in court with identity proof and, depending on the amount, documents showing property, a fixed deposit or a salary. If a surety later wants to withdraw, he or she can apply to be discharged, and the accused must furnish a fresh surety. Keep copies of the bail order and bonds, and make sure the jail receives the release order the same day.
