Hyderabad got its own High Court in 2019, its land records moved from Dharani to Bhu Bharati in 2025, its civic area was enlarged and split into three corporations in early 2026, and its police now work through four commissionerates. Add lake protection by HYDRAA, layout regularisation and a list of properties that cannot be registered, and knowing the right forum matters more than ever. This guide explains the courts, land and property rules, renting, family and police matters, legal aid and fees in plain words. When you are ready, describe your matter in the form and an enrolment-verified advocate in Hyderabad who handles it can call you. It is free for clients.

Hyderabad's courts have an unusual history. The city was the capital of a princely state with its own laws and courts until 1948, then of Hyderabad State, then of undivided Andhra Pradesh from 1956, and since 2014 of Telangana. Each change left a mark. Some old Hyderabad laws on land, inams and jagirs still matter in title disputes. The Andhra Pradesh laws of the united state largely continue in Telangana, sometimes renamed. And the courts themselves were divided only in 2019, when the High Court for the State of Telangana began working on its own in the historic building on the banks of the Musi, with a new complex planned at Budvel near Rajendranagar.
The city has also changed shape faster than its paperwork. What was once a twin city of Hyderabad and Secunderabad now reaches the Outer Ring Road and beyond, taking in IT hubs at Madhapur, Gachibowli and the Financial District, pharmaceutical and biotech clusters at Genome Valley and Patancheru, and new townships on former farmland. That growth explains the most common legal problems here: disputed land titles, layouts approved after the fact or not at all, buildings near lakes, and the rapid redrawing of municipal and police boundaries.
Alongside these, Hyderabad has a busy commercial and technology practice, a long tradition of waqf and endowment property in the old city, a large population of families with members working abroad, and the usual run of family, criminal, cheque bounce, consumer and tenancy cases. This guide covers the courts, the local laws that matter, and how to choose an advocate who works where your matter will actually be heard.
Writs, appeals, criminal revisions, bail and company matters for the whole state.
Civil judges at every level in the old city complex, the Small Causes bench, criminal courts at Nampally, family courts.
Ranga Reddy courts at L.B. Nagar, and the courts of Medchal-Malkajgiri and Sangareddy districts.
NCLT, DRT, ITAT, CESTAT and CAT benches serving Telangana and nearby areas.
HMDA, the three municipal corporations, HYDRAA, Sub-Registrars and revenue offices.
Hyderabad, Cyberabad, Malkajgiri and Future City commissionerates, and a state cyber security bureau.
Our guide on choosing a lawyer in India has more on fees and warning signs, and the talk to an advocate page explains how the call back works.
| Court | What it hears |
|---|---|
| High Court for the State of Telangana | Writ petitions, first and second appeals, criminal appeals and revisions, bail after the Sessions Court, quashing petitions, company and arbitration matters |
| City Civil Court, Hyderabad | Civil suits for the city. Junior and Senior Civil Judges take smaller and middle-value suits, and the Chief Judge and Additional Chief Judges take larger suits and appeals. A 2024 amendment revised the value limits between these levels. |
| Commercial courts | Trade and business claims worth ₹3 lakh or more, decided under the 2015 commercial courts law |
| Court of Small Causes | Smaller money claims, and accident compensation claims through the motor accident claims tribunals |
| Metropolitan Magistrates (including the Nampally criminal court complex) | Criminal trials of lesser offences, bail in many cases, cheque bounce, domestic violence and private complaints |
| Metropolitan Sessions Courts | Trials of serious offences, criminal appeals and anticipatory bail |
| Family courts | Divorce, maintenance, custody and guardianship for the city |
| Rent Controllers | Eviction and fair rent cases under the rent control law that continues in Telangana |
| Special courts and tribunals | NDPS, POCSO, CBI, anti-corruption and elected representatives' courts, and the Wakf Tribunal |
Unlike Chennai or Mumbai, the High Court here does not try ordinary civil suits on an original side, so even large claims start in the City Civil Court or the district courts. Confirm the right court and value bracket with an advocate before filing.

Hyderabad was built around hundreds of tanks and lakes, many created centuries ago to store rainwater. As the city expanded, homes, layouts and even institutions came up in lake beds, full tank level (FTL) areas and buffer zones. After repeated flooding, the state set up the Hyderabad Disaster Response and Assets Protection Agency, known as HYDRAA, in July 2024, and later gave it powers to issue notices and remove encroachments on government land and water bodies within the core urban region.
Agricultural land in Telangana is recorded in the Record of Rights. From 2020 these records were kept on the Dharani portal, which drew many complaints about wrong entries and missing land. On 14 April 2025 the Telangana Bhu Bharati (Record of Rights in Land) Act, 2025 came into force, replacing that system with a new portal and a procedure for correcting errors and filing appeals. Anyone buying land on the city's edge should check the current record, the pahani history and the passbook, and compare them with the sale deeds.
Layouts and buildings in the metropolitan area need approval from HMDA or the municipal corporation concerned. Many plots were sold in unapproved layouts over the years. The Layout Regularisation Scheme lets owners regularise such plots on payment of charges; people who applied in 2020 were given a 25% rebate on their dues, with the deadline extended to 30 November 2026. A regularised plot is far easier to build on, mortgage and sell than one that is not.
Sub-Registrars refuse to register certain properties that appear on a notified prohibited list, such as government land, assigned land, waqf land and temple endowment land. Many buyers learn of this only on registration day. If your survey number is on the list wrongly, you have to apply to the authorities or the court to get it removed before the sale can be registered.
For property within urban areas such as Hyderabad, the usual cost of a sale deed is 6% of the value: 4% stamp duty, 1.5% transfer duty and 0.5% registration fee. Rates are different in gram panchayat areas, and there is no general concession for women buyers. Duty is charged on the higher of the price and the government's market value. See the property lawyer in Hyderabad guide for disputes.
Every advocate on Mara Vakil has had their Bar Council enrolment checked before being listed.
Telangana still applies the rent control law it inherited from undivided Andhra Pradesh, the Buildings (Lease, Rent and Eviction) Control Act, 1960, with its own amendments. Cases under it are decided by Rent Controllers, with appeals to the appellate authority.

Weekend farmhouses and agricultural plots around Moinabad, Shankarpally, Chevella, Maheshwaram and Shamirpet are popular with city buyers. These purchases carry risks that an ordinary flat purchase does not, because the land is governed by revenue law rather than municipal records.
An advocate who regularly handles revenue matters can trace the land's history through old pahanis and passbooks, which often reveals problems that a quick look at the current record misses.
Property in the old city and some surrounding villages can have a title history that goes back to the days of the Nizams. Grants such as jagirs, inams and maktas, and estates held by noble families, were abolished or converted after 1948 and 1956 under various laws. Traces of these tenures still appear in title disputes today.

Property deeds in Hyderabad are registered at the Sub-Registrar office that covers the area where the property lies. Agricultural land transactions in rural areas are often handled through the revenue system, so check the right office for your property before booking.
The state's plans for a "Future City" in the south of the metropolitan area, the Regional Ring Road, metro extensions and new industrial parks need large areas of land. Owners and farmers in these areas are receiving acquisition notices, pooling offers and survey visits.

Complaints go to the district commissions in Hyderabad and the surrounding districts, or the Telangana State Commission. The value of goods or services bought fixes the level: district forums for the smaller claims, the state forum for mid-sized ones, and New Delhi's National Commission beyond ₹2 crore. E-Jagriti allows online filing. Builders, hospitals, insurers, airlines, ed-tech companies and online sellers are frequent opposite parties. See the consumer lawyer in Hyderabad guide.
Chits are a familiar way of saving and borrowing in Hyderabad, from registered chit companies to informal circles run among neighbours, colleagues and relatives. Most work well, but disputes arise when the organiser delays the prize money, a member stops paying after taking the prize, or an unregistered group collapses.
Keep passbooks, receipts, chit agreements and WhatsApp messages with the organiser; these are the main evidence if a dispute reaches the Registrar, the police or the court.
From 21 November 2025, the Code on Wages, the Industrial Relations Code, the Social Security Code and the safety code apply nationwide, bringing changes to changing definitions of wages, notice and retrenchment rules, gratuity for fixed-term workers and social security for gig and platform workers.

The urban area around the Outer Ring Road covers parts of several revenue districts. Court cases follow the district, even when the civic body is one of the city corporations.
| Area (examples) | Courts that usually hear local cases |
|---|---|
| Old city, Abids, Nampally, Secunderabad, Banjara Hills, Jubilee Hills | Hyderabad district: City Civil Court, Metropolitan Magistrates and Sessions Courts, family courts |
| Gachibowli, Madhapur, Financial District, Rajendranagar, Shamshabad, L.B. Nagar, Ibrahimpatnam | Ranga Reddy district courts, with the main complex at L.B. Nagar |
| Kukatpally, Malkajgiri, Uppal, Kompally, Medchal, Keesara | Medchal-Malkajgiri district courts |
| Patancheru, Ameenpur, R.C. Puram, Sangareddy | Sangareddy district courts |
| Bhongir and other areas in Yadadri Bhuvanagiri | Courts of that district |
Exact jurisdiction depends on the mandal and village or the police station, and can change with notifications. Every one of these districts is under the Telangana High Court for appeals and writs.
In November 2025 the state merged twenty municipalities and seven municipal corporations around the city into the Greater Hyderabad Municipal Corporation, taking the civic area up to the Outer Ring Road. In February 2026 that enlarged body was reorganised into three corporations: the Greater Hyderabad Municipal Corporation, the Cyberabad Municipal Corporation (covering zones such as Serilingampally, Kukatpally and Quthbullapur) and the Malkajgiri Municipal Corporation (covering Malkajgiri, Uppal and L.B. Nagar zones).

The Telangana High Court usually has its summer vacation in May and a shorter break around Dasara, along with festival holidays such as Bathukamma, Sankranti, Ramzan and Bakrid. Vacation benches take up urgent matters. Trial courts follow their own calendar. If your limitation period ends during a vacation, plan the filing with your advocate in advance.
Hyderabad is one of India's largest drug manufacturing centres. Companies here deal with drug licensing, quality and regulatory inspections, patent and data exclusivity disputes, supply contracts with distributors, and pollution and environmental compliance around industrial clusters.
Global technology companies and start-ups in HITEC City and the Financial District need advice on employment contracts, IP assignment, data protection under the Digital Personal Data Protection Act, 2023, software licensing and investment agreements.
The old city and surrounding areas have extensive waqf and temple endowment lands. Long-standing leases, encroachments and disputed notifications come before the Wakf Board, the Wakf Tribunal, the endowments authorities and the High Court. The waqf law was amended in 2025 and parts of the amendment were challenged before the Supreme Court, so check the current position before acting.
Landowners on the city's edge often enter joint development agreements with builders. Disputes arise over delays, the share of built-up area, sale of the owner's flats by the builder, and powers of attorney. Telangana RERA, arbitration and civil courts can all be involved.
Income tax, GST and customs disputes of Hyderabad businesses go before the local appellate authorities, the ITAT and CESTAT, and to the High Court in writ petitions. See the tax lawyer in Hyderabad guide.

The Telangana Bhu Bharati (Record of Rights in Land) Act, 2025, which came into force on 14 April 2025 with a new portal and a process for corrections and appeals.
It may be on the notified prohibited list as government, assigned, waqf or endowment land. You will need an order removing it from the list before registration.
Applicants under the 2020 scheme were given a 25% rebate on dues, with the deadline extended to 30 November 2026. Check the current status before paying.
Gachibowli and the IT corridor fall under the Cyberabad commissionerate after the December 2025 reorganisation.
Disputes inside gated communities often concern maintenance charges, the builder's control of the association, the clubhouse and amenities, and rules on renting or pets. The association's registration and bye-laws decide how disputes are resolved.
E-challans are issued in large numbers, and pending fines can block vehicle transfers. Compensation for road accidents is claimed before the MACT, with the FIR, medical records and income proof as key evidence.
Old buildings in areas around Charminar and other heritage precincts may need clearance before alteration or demolition. Owners and tenants of such buildings should check the restrictions before starting work.
Shops and offices need a trade licence from the municipal corporation and registration under the shops and establishments law, and food businesses need food safety licences. Signboards, sealing and licence renewals are common reasons for notices.
Elderly owners with children overseas can turn to the senior citizens tribunal for maintenance and to protect property transferred on a promise of care.

After Telangana was formed, a separate Bar Council of Telangana was set up, and new advocates in the state enrol with it. Advocates who enrolled before the division may still carry numbers issued by the old Andhra Pradesh Bar Council. Advocates enrolled in other states can also practise here. The bar associations at the High Court, the City Civil Court and the district courts are useful places to find experienced practitioners.
If an advocate behaves unprofessionally, the Bar Council's disciplinary committee is the place to complain. On Mara Vakil, advocates appear only after our team has checked their enrolment details.

Check LRS status, approvals and lake distance before buying. An unregularised plot can block permits and loans.
A wrong listing as government or waqf land can stall a sale for months. Start the removal process early.
Landowners should track timelines and their share of flats, and act before the builder sells their portion.
Absentee owners' plots are sometimes sold on forged papers. Regular record checks catch this early.

Fees vary by court, complexity and the advocate's experience. Trial court advocates may bill each appearance, each stage, or a lump sum for jobs such as a mutual divorce, a bail application or a title report. High Court, NCLT and arbitration matters cost more, and land disputes that need extensive record searches can take time. Court fees under Telangana law depend on the type and value of the case and are separate from the advocate's fee.

Parents above sixty who are neglected can ask the Revenue Divisional Officer, sitting as the maintenance tribunal, to order their children or heirs to pay a monthly sum. A gift or transfer made on a promise of care that is not kept can be set aside.
Construction workers from other states, domestic workers and delivery partners can raise wage and safety complaints with the labour department, and benefit from social security provisions for gig and platform workers in the labour codes. Workmen are entitled to free legal aid.
Hyderabad's large student population faces hostel and PG disputes, fee refund problems with coaching institutes, certificate retention by colleges, and online scams. Consumer commissions and university grievance mechanisms are often the first stop.
Women are entitled to free legal aid. The city police's SHE Teams, Sakhi centres and protection officers assist with harassment, domestic violence and maintenance.
Hyderabad was never a presidency town, so wills made here have not needed compulsory probate, and the 2025 change that removed compulsory probate elsewhere does not alter that. Registering a will with the Sub-Registrar is optional but makes it harder to dispute. For agricultural land, heirs apply for succession mutation in the land records with a family member certificate and either the will or a no-objection from co-heirs. In municipal limits, the municipal tax record is transferred on similar documents.
Inheritance among Hindus follows the Hindu Succession Act, under which daughters have equal coparcenary rights; among Muslims, Muslim personal law governs shares, and a Muslim can generally bequeath only up to one-third of the estate by will without the heirs' consent. Family members often divide property through registered partition or settlement deeds rather than court cases. See the will lawyer in Hyderabad guide.

A buyer in Shamshabad finds the survey number on the prohibited list. His advocate gathers the old pattas and sale chain showing private ownership, applies for removal of the entry, and files a writ petition when the application is not decided in time.
A family near a lake in Kukatpally receives a notice saying part of their compound is in the buffer zone. Their advocate obtains the FTL map and survey records, shows that the wall is outside the notified line, and the notice is withdrawn after a joint inspection.
A woman in Mehdipatnam whose husband has stopped supporting her files for maintenance before the family court and a domestic violence case. Her advocate explains how the case can proceed while he is abroad and the steps to secure his appearance.
A landowner in Kollur who gave land under a joint development agreement learns that the builder sold flats meant for him. His advocate issues notice, records the dispute with Telangana RERA and starts arbitration under the agreement, seeking an injunction on further sales.
An IT employee in Gachibowli is lured into a fake stock trading group. He calls 1930 the same evening, part of the money is frozen, and his advocate follows up with the cyber crime police and banks for its release.
A permission does not make lawful a structure built where the law forbids building, though it is relevant to how the owner is treated.
