Lawyers in Pune

Pune's cases start at the Shivajinagar court complex or the courts at Pimpri and the taluka towns, and go on appeal to the Bombay High Court in Mumbai. Merged villages with 7/12 records, guntha plots, hill and river restrictions, housing societies, a huge student population and the industrial belts of Pimpri and Chakan give Pune its own legal character. This guide explains the courts, property and renting rules, family and police matters, legal aid and fees in plain words. When you are ready, describe your matter in the form and an enrolment-verified advocate in Pune who handles it can call you. It is free for clients.

Lawyers in Pune: the key points

  • Most Pune cases begin at the Shivajinagar court complex. The District and Sessions Court, civil judges, magistrates and several special courts work from the historic court buildings at Shivajinagar, with the family court, small causes court and labour courts nearby.
  • Appeals go to Mumbai. Pune falls under the principal seat of the Bombay High Court. The newer circuit bench at Kolhapur, which began sitting in August 2025, serves the Kolhapur region, not Pune.
  • Pimpri-Chinchwad is a separate city for police and civic purposes. It has its own police commissionerate and municipal corporation, and courts at Pimpri handle many local matters.
  • Land records still matter inside the city. Large areas merged into the Pune Municipal Corporation in 2017 and 2021 still carry 7/12 extracts and village records, alongside property cards in older areas.
  • Hills, rivers and reservations restrict building. Hill-top and hill-slope zones, biodiversity park reservations and river flood lines limit what can be built on many plots.
  • Pune lawyers carry MAH enrolment numbers from the state Bar Council, and the Pune Bar Association counts its members in the thousands.
  • No fee to use Mara Vakil. Type out the problem below; lawyers across Pune and Pimpri-Chinchwad who work on such matters, with checked enrolment, get to read it while your phone number stays private, and one of them rings you after accepting.

How Pune's legal system fits together

Pune has worn many hats: the seat of the Peshwas, a British cantonment and monsoon capital, the "Oxford of the East" for its colleges, and now a centre for software, automobiles and manufacturing. Each era left a legal imprint. The old peths of the city are full of wadas and tenanted buildings; the cantonments at Pune, Khadki and Dehu Road have their own land rules; the eastern and western suburbs grew from villages whose land records still matter; and the industrial belts at Pimpri, Bhosari, Chakan and Talegaon have produced decades of labour and commercial disputes.

Unlike Mumbai, Pune does not have a separate city civil court system. Civil suits go to civil judges and the district court, criminal cases to magistrates and sessions judges, and appeals beyond the district to the Bombay High Court in Mumbai. What Pune does have is a dense cluster of specialised forums: a family court, a small causes court for tenancy and licence matters, labour and industrial courts, a consumer commission, a Debts Recovery Tribunal, an Income Tax Appellate Tribunal bench and the western zone bench of the National Green Tribunal.

The city's rapid growth also means that the boundaries of the city, the metropolitan region and the police are not the same. A flat in Hinjewadi, a plot in Wagholi and a shop in Kasba Peth may fall under different civic bodies, police forces and courts. The sections below help you place your dispute on that map, explain the Maharashtra and Pune-specific rules you are likely to meet, and suggest what to ask before engaging a lawyer.

District courts

District and Sessions Court, civil judges and magistrates at Shivajinagar, plus courts at Pimpri and taluka towns.

Specialised courts

Family court, small causes court, labour and industrial courts, and special courts under particular laws.

Bombay High Court

Writs, appeals and bail beyond the district, heard at the principal seat in Mumbai.

Tribunals in Pune

NGT western zone, DRT, ITAT, consumer commissions and the co-operative courts.

Civic bodies

Pune and Pimpri-Chinchwad municipal corporations, PMRDA for the metro region, and the cantonment boards.

Police

Pune City and Pimpri-Chinchwad commissionerates, and Pune Rural police for the rest of the district.

How to find the right lawyer in Pune, step by step

  1. Pin the location to a taluka and police station. Haveli, Mulshi, Maval, Khed and other talukas have their own courts for many matters. The police station on the FIR also tells you which commissionerate is involved.
  2. Sort the dispute into a category. Rented flats and licences belong in the small causes court, marriages in the family court, society quarrels before the co-operative registrar or court, delayed flats before MahaRERA or a consumer forum, and ordinary civil claims before the civil judges.
  3. Look at the records. For land and plots, pull the 7/12 extract, mutation entries and property card. Many Pune disputes turn on what these show.
  4. Hire someone who knows that courtroom. A lawyer who is at Shivajinagar or Pimpri most days will know the judges' practice and the registry; ask how many cases like yours they ran last year.
  5. Confirm the lawyer is enrolled. Copy the MAH number from the identity card and cross-check it with the state Bar Council's records.
  6. Settle the engagement in writing. List the work covered, the fee for each stage and the junior who will handle routine dates; keep the vakalatnama copy and every receipt.

Cantonment boardsBuilding and property matters in Pune, Khadki and Dehu Road cantonments

Company law matters from Pune go to the NCLT in Mumbai, and appeals from the DRT to the appellate tribunal in Mumbai.

For a Pune client, this split matters in practice. A society dispute over maintenance can be heard locally by the co-operative forums, a bank recovery case by the DRT in Pune, and an income tax appeal by the ITAT bench in the city, but an insolvency petition against a Pune company, or an appeal against a DRT order, means hearings in Mumbai. Budget for travel or for engaging counsel there when your matter is likely to reach those forums, and ask your advocate early whether hearings by video are allowed.

Hills, rivers and reservations: what limits building in Pune

Pune sits among hills and along the Mula, Mutha and Pavana rivers, and its development plans protect both. Many buyers discover these restrictions only after paying for a plot.

Buying and protecting property in Pune

Pune property files often combine village records and city records. Agricultural and recently urbanised land is described by survey or gat numbers in the 7/12 extract (satbara), with mutation entries (ferfar) showing changes in ownership. Older parts of the city have city survey numbers and property cards. Flats are bought from builders under registered agreements, with ownership of the land ultimately passing to the society or apartment association.

Merged villages

The Pune Municipal Corporation absorbed villages on its fringes in 2017 and then 23 more in 2021, making it one of the largest municipal areas in the state. In these areas, buildings, layouts and land records were created under gram panchayat or regional planning rules before merger. Buyers should check whether constructions had valid permissions at the time, how the corporation's development plan treats the land, and whether property tax has been assessed by the corporation.

Gunthewari and fragmentation

Many small plots around Pune were sold by dividing farmland into pieces measured in gunthas, often without layout approval. The state's gunthewari regularisation law allows such developments to be regularised on payment of charges, subject to conditions and cut-off dates. Separately, the land fragmentation law long prevented registration of plots below the minimum size. In 2025 the government announced relaxations for subdivided plots created before 1 January 2025 in and around urban areas, including a wider belt around cities like Pune. Check the current rules and procedure before buying or selling a small plot.

A practical tip: before paying a token amount for any plot on the edge of the city, ask the seller for the latest 7/12, the mutation register extracts and the NA order, and have a surveyor confirm the boundaries on the ground. Problems found at this stage cost little to walk away from; problems found after registration can take years to fix.

Essential checks

Stamp duty and registration

Inside PMC and PCMC limits a sale deed usually attracts about 7% in all, made up of basic stamp duty plus the metro cess and the local body charge, and a woman buyer pays one percentage point less. Registration costs a further 1%, capped at a fixed sum. The IGR applies these rates to the price or the ready reckoner value for the zone, whichever is higher. See the property lawyer in Pune guide for disputes.

Housing societies and apartments in Pune

Most flat owners in Pune belong to a co-operative housing society under the Maharashtra Co-operative Societies Act, 1960, or, in some complexes, an apartment association under the Maharashtra Apartment Ownership Act, 1970. The choice affects how disputes are handled.

Renting in Pune: leave and licence, tenancy and PGs

Pune's huge population of students and young professionals makes renting a major source of disputes. Most homes are let on leave and licence rather than as tenancies.

Buying outside city limits: PMRDA, villages and MIDC areas

Much of Pune's recent growth has happened outside the two municipal corporations, in villages that come under the Pune Metropolitan Region Development Authority (PMRDA) for planning. Hinjewadi's outskirts, Maan, Marunji, Wagholi beyond the city limit, Lonikand, Uruli Kanchan and the areas along the Mumbai and Satara highways are examples.

Ring road, metro and the Purandar airport: land acquisition

Large infrastructure projects around Pune need land: the PMRDA and state ring roads, extensions of the metro, highway widening, and the proposed airport at Purandar. Farmers and owners in these areas are receiving notices, survey visits and offers of compensation or land pooling.

Registering a flat or plot in Pune

Property documents in Pune are registered at the sub-registrar offices of the Inspector General of Registration, each covering certain villages and city survey areas. Some first sales of builder flats can also be registered through the builder's office using the state's e-registration facility.

  1. Check title and approvals. The advocate examines the title chain, the 7/12 or property card, NA permission, building approvals and MahaRERA registration.
  2. Calculate duty. Stamp duty is worked out on the higher of the price and the ready reckoner value for the zone, and paid online.
  3. Prepare the deed. The agreement or sale deed records the correct survey numbers, areas, flat details and payment terms.
  4. Book and attend. Parties appear before the sub-registrar with identity proof, photographs and witnesses, or through registered powers of attorney.
  5. Collect and check. Collect the registered document and the index II extract, which records the transaction.
  6. Update records. Apply for mutation on the 7/12 or property card, transfer the property tax account, and inform the society.

Small businesses and start-ups in Pune: legal basics

Property in Pune's cantonments

Pune has three cantonments: Pune Cantonment (Camp), Khadki and Dehu Road. They are governed by cantonment boards under the Cantonments Act, 2006, not by the municipal corporations, and land in them is held on terms that differ from ordinary city property.

Common problems for IT and office employees in Pune

Pune's software parks employ lakhs of people, and their workplace disputes follow familiar patterns. Most of these are decided on the employment contract and company policy rather than labour court procedures.

Trees, redevelopment and the tree authority

Pune has a strong tradition of tree protection. Under the Maharashtra (Urban Areas) Protection and Preservation of Trees Act, 1975, cutting or transplanting a tree within municipal limits needs permission from the tree authority of the corporation, usually with conditions such as planting replacement trees.

Business, consumer and job disputes in Pune

Business and recovery

Pune's auto component makers, IT services firms and start-ups regularly face unpaid invoices and contract disputes. The usual path is a lawyer's demand letter, then a money suit before the civil judges; trade disputes of ₹3 lakh and upward go to the commercial court once compulsory mediation has been tried. Udyam-registered suppliers have the MSE council as an extra route, and bounced cheques lead to section 138 cases before the magistrates.

Consumer complaints

Pune's district forums take complaints where the consideration is ₹50 lakh or less; the Maharashtra commission handles mid-sized claims, and the National Commission in Delhi those above ₹2 crore. Complaints can be lodged online through e-Jagriti. Builders, coaching classes, colleges, insurers, hospitals and car dealers are frequent opposite parties. See the consumer lawyer in Pune guide.

Jobs

Since late November 2025 the wage, industrial relations, social security and safety codes govern employment nationwide. Workers in Pimpri, Bhosari, Chakan and Ranjangaon raise industrial disputes before the labour and industrial courts, while IT and office staff in Hinjewadi, Kharadi and Magarpatta usually rely on their contracts, with wages and gratuity claimable before the authorities under the codes. Under the POSH law, harassment at work goes to the employer's own committee, or for firms without one, to the committee the Pune collector has set up. See the labour lawyer in Pune guide.

Pune city, Pimpri-Chinchwad and the talukas

The Pune metropolitan region covers two municipal corporations, three cantonments and large parts of several talukas. Court and police jurisdiction depends on where exactly the property or incident is.

AreaPoliceCourts that usually hear local matters
Core city, peths, Kothrud, Kalyani Nagar, Hadapsar, merged villagesPune City PoliceShivajinagar complex and associated courts
Pimpri, Chinchwad, Bhosari, Wakad, Hinjewadi, Chakan, TalegaonPimpri-Chinchwad PoliceCourts at Pimpri, and taluka courts for Mulshi, Khed and Maval areas

Baramati, Daund, Indapur, Junnar, Shirur, Bhor and other talukasPune Rural PoliceTaluka courts, with the district court for appeals and sessions cases

These boundaries can change with notifications and new courts. Appeals and writs from all parts of Pune district go to the Bombay High Court in Mumbai.

Old wadas and tenanted buildings in the peths

The old core of Pune, the peths such as Kasba, Sadashiv, Narayan and Shaniwar, is full of traditional wadas and old buildings, many owned jointly by families and occupied by tenants who have paid low rents for decades.

How a mutation dispute on a 7/12 usually proceeds

  1. Get the records. Download the 7/12 and mutation entries for the survey or gat number from the state's land records portal.
  2. Apply for mutation. After a purchase or inheritance, apply to the talathi for a mutation entry, with the registered deed or succession documents.
  3. Notice to interested persons. The talathi issues notice to people who may have a claim, and objections can be filed.
  4. Decision by the circle officer. If there is an objection, the circle officer hears both sides and certifies or rejects the entry.
  5. Appeals. Orders can be appealed to the sub-divisional officer, then to the collector and higher revenue authorities.
  6. Civil court. Revenue entries do not decide title finally. A civil suit may be needed to settle ownership if the dispute is serious.

Court holidays and vacations

Pune's district courts follow the calendar notified for Maharashtra's subordinate courts, with a summer vacation and breaks around Diwali, while vacation courts handle urgent matters. The Bombay High Court, which hears Pune's appeals and writs, has its own summer, Diwali and Christmas vacations with vacation benches. Plan filings so that limitation periods do not lapse during a break.

What keeps Pune's specialist lawyers busy

Automobile and manufacturing

The Chakan, Talegaon, Ranjangaon and Pimpri-Bhosari belts host vehicle makers and hundreds of component suppliers. Their lawyers handle supply contracts, quality and warranty claims, labour disputes, factory licensing, pollution compliance and land matters with the state industrial development corporation.

IT, start-ups and data

Software firms in Hinjewadi, Kharadi, Magarpatta and Baner need advice on employment contracts, IP assignment, client agreements and the Digital Personal Data Protection Act, 2023. Start-ups deal with shareholder agreements, ESOPs and investor terms.

Education

As one of India's largest education centres, Pune sees disputes over admissions, fee refunds, withheld certificates, hostel conditions, disciplinary action against students and service matters of teachers. Consumer commissions, university grievance bodies and the High Court all play a role.

Environment

The NGT's western bench in Pune hears cases on river pollution, hill cutting, construction near water bodies, waste management and industrial emissions from across western India.

Tax

Income tax appeals from Pune are heard locally by the ITAT, while GST disputes move from the appellate authority to the tribunal and, in writ, to the High Court. See the tax lawyer in Pune guide.

Cantonment property

Property in the cantonments at Pune, Khadki and Dehu Road may be held on old grant terms or leases, and building or transfer can need the cantonment board's permission.

Pune problems where advice early saves money

Guntha plots

Small plots carved from farmland may lack layout approval. Check regularisation and fragmentation rules before buying.

Biodiversity park land

Land reserved as a biodiversity park on the hills carries severe limits on building. Know the reservation before you invest.

Society redevelopment

Compare offers, insist on bank guarantees and get the agreement vetted before the general body votes.

Licensee who will not vacate

A registered agreement is the owner's strongest tool. Without one, recovery takes far longer.

College fee refunds

Students who leave a course early may be entitled to refunds under applicable rules. Ask in writing and escalate if refused.

Fake investment apps

Salaried professionals in Pune are prime targets; calling the 1930 helpline straight away is what lets banks block the fraudster's account in time.

What advocates in Pune charge

Fees vary with the court, the matter and the advocate's experience. At the district level lawyers may bill each date, each stage, or a package for something specific like a consent divorce, a bail plea or a search report. A High Court matter is costlier because someone must travel to Mumbai or brief counsel there. Court fee stamps under the Maharashtra court fees law are an extra cost based on the claim.

See our legal fees guide. Clients pay Mara Vakil nothing, and advocates pay us no commission.

Finding a Pune advocate through Mara Vakil

Mara Vakil is a technology platform, not a law firm, and gives no legal opinion itself. A matter you submit is shown to Pune and Pimpri-Chinchwad lawyers with checked enrolment who handle that work; they do not see your number until one of them accepts and phones you. Should nobody local respond, the request opens to lawyers elsewhere in Maharashtra and later across the country.

  1. Write a few lines. Name your locality or the village of the land, which thana or office is involved, any notice or hearing date, and the outcome you want.
  2. One lawyer takes it. Your number goes to that lawyer alone.
  3. Speak before you commit. Discuss strategy and charges, and engage the lawyer only if you are satisfied.

Legal help for particular groups in Pune

Students

Lakhs of students from across India study in Pune. Their legal problems are practical: deposits held back by PG owners, fees not refunded after withdrawal, original certificates kept by colleges, ragging, and online scams promising jobs. Written agreements, receipts and early complaints to the institution, the university or the consumer commission help.

Industrial workers

Workers in Pimpri, Bhosari, Chakan and Ranjangaon can approach the labour office, the labour court and the industrial court on wages, dismissals and unfair labour practices. Contract workers have rights against both the contractor and the principal employer. Workmen qualify for free legal aid.

Older residents

Pune has many retired residents. Under the 2007 senior citizens law, they can seek maintenance from children or heirs and the setting aside of transfers made on a promise of care, through the tribunal headed by the sub-divisional officer.

Women

Women can get free legal aid whatever their income. Protection officers, the women's helpline, one-stop centres and police women's cells help with violence, harassment and maintenance.

Wills, succession and society transfers in Pune

Because Pune was not one of the old presidency towns, its wills were never subject to the compulsory probate rule that bound Mumbai until 2025. Registering a will is optional, though a registered will is harder to attack. To move a flat in society records, change a 7/12 or update a property card after a death, families usually produce the death certificate, proof of heirship together with the will, or written consent from the remaining heirs. Where shares or deposits have no nominee, a court succession certificate may be demanded.

A society nomination does not make the nominee the owner; it allows the society to transfer the shares, while the property still passes to the legal heirs. Daughters have equal coparcenary rights in Hindu joint family property, and partition of ancestral land on the city's edge is a frequent source of litigation now that the land is valuable. See the will lawyer in Pune guide.

Pune situations and how advocates handle them

The stories below are fictional, drawn from patterns Pune lawyers see often.

"Our society's builder never gave conveyance."

A society in Aundh formed in 2005 still does not own its land. Its advocate collects the agreements, approved plans and completion certificate and applies to the District Deputy Registrar for deemed conveyance, which is granted after a hearing.

"I bought a guntha plot in Wagholi."

A buyer finds that his small plot, sold from a larger farm, cannot get a building permission. His advocate checks the 7/12, the layout and the regularisation and fragmentation rules, and guides him through the regularisation process.

"The licensee in my Kothrud flat won't leave."

A retired owner's registered leave and licence agreement expired months ago. Her advocate starts eviction under the rent control law and claims compensation for the period of overstay.

"My company terminated me without notice pay."

An engineer at a Chakan supplier is dismissed abruptly. His advocate checks whether he is a workman, raises a dispute before the labour authorities, and negotiates a settlement with notice pay and dues.

"An app promised daily returns."

A Kharadi professional invests in a fake trading app. She calls 1930 immediately, part of the money is frozen, and her advocate follows up with the cyber police for its release.

Common myths about legal matters in Pune

Myth: A 7/12 entry proves title.

Revenue entries are important evidence, but title depends on the documents and can be decided finally only by a civil court.

Myth: Pune has a High Court bench.

Pune's appeals and writs go to the Bombay High Court in Mumbai.

Myth: A society nominee becomes the owner.

Nomination allows transfer of shares; ownership still passes to the legal heirs.

Myth: Probate is needed for every will in Pune.

Wills made in Pune have never needed probate as a rule.

Myth: An unregistered licence agreement is good enough.

Maharashtra law requires registration, and an unregistered agreement weakens the owner's case.
